Carl's correct about powder coating. I work at a plant than manufactures SUV frames for a Big-3 auto and truck manufacturer, and we also provide the trailer hitches. Frames are E-coated, which is an anticorrosion coating and replaces the hot wax coating used in years past. If you've bought any auto or truck sheet metal--hoods, doors, etc--in the past 10 or 15 years, you've seen E-coat, which is the dull black finish on these parts when they're shipped. Powder coat is what we put on the trailer hitches, AFTER they've been E-coated (which, by the way, is an immersion process, so all exposed surfaces get E-coat, including the inner surfaces that can't be reached with spraying equipment). The powder coating on the hitches, while it WILL resist minor scuffs, is prone to chip, crack, and peel of the hitches are dropped or struck with any significant force...so I don't believe that powdercoating will work on a surface, like hydraulic cylinder pushrods, that are subject to friction (think "oil seals" here). Hope this helps answer your question.
