Bolting tire treads to steel wheels

I am trying to bolt tire treads to my AC 20-35 rear steel wheels for traction on and off the trailer. The wheels are 12 inches wide and I have cut the tread off of the old tires to be 10 inches wide. Now, I want to bolt this tread to the wheels. What is the best way to do it to get the tread flat to the wheel without wrinkles?

I've seen a lot of them just bolted through the tread every foot or so to hold it on the steel wheel. Looks kind of crude, but it must work. Steam traction engines, Rumely's etc. pretty big stuff.

Get a winch. If safety is an issue (high loading height, it's much safer.
If safety is not an issue (low loading height), still get a winch.
You will be surprised how many other jobs are made easy.
Just my 2p worth.
