Brake drum and cat questions

My brake drums say "maximum diameter 230mm" on them.. they measure 228 on one and 229 on the other with a precision metal rule. Drums are not grooved terrible and rust is moderate. Think they'd pass inspection? (yeah, i'm hoping to get by just for this once- brake pads and hardware are new)

Also, I rebuilt the engine in my Jeep and i'm just wondering if there would be any reason to replace the cat converter. It used to smoke pretty bad before the rebuild, and there is carbon layers in the exhaust pipe. Just wondering if the cat could be plugged up and should be replaced for my new engine.

Thanks.

If the max diameter is 230mm and your`s are less than that, why wouldn`t they pass? An ispection does not certify that all equipment will remain within tolerances for the period of the inspection, i.e; one year.

Keep in mind however that as the radius of the drums gets larger, the radius of the pads remains the same which decreases the effective contact area between the shoe and drum. The obvious result is that braking is less efficient.
