Can you finish drilling the hole from the other side? Then punch out the broken bit after the holes meet.

If you broke it off in cast iron, you can take a torch, heat the bit and take the temper out of the bit. Or if you have an air custoff tool, you can put a masonry bit, put it on the air cut off tool, and use very high speed, this will drill it out, have drilled out broken easy outs that way

You can't drill thru a pc of broken drill with another hi-speed steel bit. Some times you can get all of the broken pieces out with a hammer and a punch--the material is brittle. If not, you may be able to get thru it with a carbide bit or a carbide end mill--not using much pressure, 'cause the carbide is even more brittle! Last choice (expensive, but sure) is to have it EDM'd out.
