4020 3pt hitch problem

I'm having problems with my 4020's 3pt hitch. My dad picked the tractor up a couple of years ago pretty cheap. We new it had a couple of problem (oil cooler needed new gaskets, new clutch, new draft sensing link bushings) but the 3pt hitch has never worked.

The rocker arms will not lower down; they stay in the raised position all the time. I pull the control valve housing off, but didn't notice anything that looked out of place. (I could have missed something though, first time I'd ever seen the control valve components.)

With the control valve off, I was able to push the rocker arms down and the oil flowed out of the hole where it comes into the control valve housing. After reinstalling the control valve, the arms would stay down until I moved the control lever to raise them, but they still will not lower back down.

Any ideas on how to fix this would be greatly appreciated.

It's possible that the clearance on the pressure and return valves that control the rockshaft are too wide. This can be adjusted from the outside of valve housing. Tx Jim

What slot is the handle for the L&D setting,L or LD or D??? It's highly possible that rockshaft linkages are out of adjustment.There is a rate of drop screw on the cover that is on the rockshaft piston that may need to be loosened a little. This cover also holds up center link when not being used. Tx Jim

I tried changing both the L&D setting and the rate of drop setting and it didn't have any effect. I', pretty sure it isn't the rate of drop, since I could pull the rocker arms down by hand when the control valve was off. I haven't tried any of the other adjustments yet.
