4020 Charging issue

I noticed that my 4020 has gradually been turning over slower and slower, finally it wouldn"t start and the batteries were nearly dead. After charging the batteries I did some testing and the good news is that with the key off and engine stopped there is no amperage leaving the batteries. The bad news is that with the engine running and key on, there is still about 2 milli-amperes LEAVING both batteries. And with the engine stopped and key on there is about 2 milli-amperes leaving both batteries. Does this point to the alternator (generator?) or voltage regulator? I also noticed that on the left hand side battery there were two smaller wires going to each post. One went to the frame, the other into a wiring harness under the floor pan. I did some testing on those wires, and the one that goes to the ground was drawing about 2 milliamperes with the key OFF. and when I turned the key on, the meter went off the charts but in opposite polarity. Are those two smaller wires needed, it seems like they"re just draining the battery. On the other hand an older and wiser gentleman once told me that the left hand battery should always be grounded. Any idea where I should start to figure out why the batteries are not being charged when the tractor is running? Thanks!!

First of all, is it a full 12 volt system or the older 24 volt cranking with 12 volt neg on one side of the dash, and 12 volt pos on the other? Makes a big difference - since the older 24V cranking systems develop chronic drain problems when the starter loses its isolation and becomes grounded. On a full 12 volt system - if you have the OEM Motorola 12 volt piggy-back alternator - the isolation diode often develops a leak that bolts to the outside.

It is the 24 volt system, where the two 12 volt batteries are in series. I appreciate your input! Thanks!

frist there should be a ground wire from the postive post on the left battery to the ground, and the ground cable goes all the way across to the right battery on the right which should be the nigative post. If the genarator is working there will be fine sparks coming off the brushes that you can see threw the back but you don't know how many amps so you remove the battery wire on the lower left post of the regulator and hook the wire you just took off to one post of the regulator to an amp meter and then hook a wire on the other post of meter and back to post on the regulator( the curent must pass thew the meter for the meter to work ) and start engin, you probley won't get a charge till you wind the engin up to 12 or 14 hundred rpms, if you get 10 amps you are doing really good when your battery are low, there is a whole lot of other things that can be happening like low water in batteries, weak batteries, stuck genarator brushes, loose belt, worn out pullyes, shot regulator and the list goes on, I am sure that some of the other guys can tell you what is going on better that i can.
