Check the thermal relief valve first. If it is leaking, it will cause the cylinder to creep in or out, depending which way the hoses are connected. It is located on the side of the front cover on the selective control valve, and takes a one half inch wrench to take it out. There will be shims, a small spring and a needle valve. If the valve has a ring worn in it, it is leaking.

There are four valves in the outlet. they need new valves in it and the seats should be ground with a seat grinding tool. It takes roughly about an hour to do.

Its a set of poppet valves operated by a cam. They can wear. There is an adjustment procedure in the shop manual. I've never tried it. Somewhere I've seen comments its better to hire it done by someone with experience, but that person may be hard and expensive to find these days. The problem is probably worn valves and seats and just adjustment won't help much.

A few places do sell rebuilt valves, but I can't list their name on this forum.
