Cub Cadet 1450 not starting

I have a CC 1450 which I rebuilt but have had trouble getting the machine to start. If I do get it started it will not restart after I shut it down. Here is what I have done to the unit so far. Static timed the tractor and then verified with a timing light, installed new spark plug, made sure needle and seat were clean, readjusted float level and verfied float was good. The tractor seems to be wanting to flood itself all the time. The spark plug is always sooty after it has run. I have adjusted the carb but can never get a good burn.

A sooty plug after an extended idle is perfectly normal. Plug should clean at high rpm operation. Overly rich mixrure is diagnosed by the appearance and smell of the exhaust. If it's blowing black smoke and the smoke smells like gas, it's too rich. Engine will also be easy to start cold and hard to start hot. Wrong needle/seat assembly or dirt in idle (low speed) circuit, wrong float adjustment, wrong mixture adjustment are possibilities.
