How are the parts setup and adjusted that when the lever is pulled back it stops the blades from turning. It is in front of the engine and a triangle piece with 3 ears on it fit into another part where the 3 ears go--on mine it is out of adjustment and the ears are not lining up with the other part.

Yeah you got the PTO with that stupid brake set-up on it. Make sure that the pin in the center is good and there should be a wave washer between the triangle plate and the center button. You may have to carefully bend the tabs so they mesh with the notches in the pulley and then try to adjust the brake shoe so that when the PTO is on, the shoe has about .015 to .020 clearance between them.
