1950 Farmall C Carb Issue

I have a 1950 Farmall C with a Carter UT Carb. that I just overhauled. On the bottom of the outside of the bowl, it has 2 drilled holes. The one that points tward the front of the tractor when the carb. is installed, has a welch plug in it. The other hole points away from the tractor and isn"t pluged. The open hole leaks gas rather quickly. Temporarly I have a wooden peg in it and the tractor runs fine. Does anyone know if the hole should be pluged for good or do I need to fix something else (ie. adjust my float level)? Gas has come down some recently but it ain"t quite this cheap yet. Thanks A Lot.
