If the motor turns freely (If you don't have the hand crank, put it in fourth gear and see if you can roll it by pushing by hand on the rear wheels), I'd put some new plugs and fresh gas in it. Probably clean up the points, and see if she'll run. IF so that's half the battle.

Which way is the choke lever stuck? IF it's
s stuck open, you can try choking it, just to see if she'll start by taking the cap off the intake of the air filter and covering it with your hand for a few turns, then remove your hand.

It's just as likely if not more so that the choke is stuck inside the carb rather than on the linkage, so you may have to fiddle with the carb some. If you take it off for a quick cleaning for the initial start, make sure you get the gasket between it and the manifold back in place and snugged up good.

Lots of ifs here, but it's a place to start.

The first thing I would do is fill the cylinders with tranny fluid. Then do a full tune up and rebuild the carb
