Governor question

I picked up a fixer upper that hasn't run in a while and noticed the bolt with the jam nut on top of the governor housing has been backed out. What does this bolt do and how does it get adjusted?

Not knowin' what model you've got, I'd guess that's the bolt that limits the high end of the governor. If I'm tight, you got lucky.

Ya need to identify what model your fixer-upper is before anyone can tell ya for sure, and I'd heartily recommend an owner's and a service manual before you go tinkerin' with that particular bolt.
