I am working on a C that has a fresh rebuild and a new Zenith carb that was rejetted because it ran lean. We put it on a dyno to break it in and it makes a solid 25hp at 600 pto speed but when you load it down to the 540 speed it starts to surg. The plugs are burning brown in color so the fuel is ok. What else could be causing this problem? Could it be the coil? Oh the same Carb makes 32hp on another C with out touching a thing.

Is there a fuel "filter" in line on this tractor ? I own a dyno as well and have seen the grief a fuel filter can cause, unless there is a electric pump to push the fuel .

Govenor...mine did the same thing,either back off the screw on the bottom or turn it in.The manual says the top adj. screw is the low idle,so try either.

I forgot a part.
Its not the Governor type surging. It sounds like it is running out gas but it isn't. And sometimes it will just up and quit! But it will start right back up instantly. If you run it down the road WOT it purrs along with out a problem. It is switched to 12V and there is a resistor block before the coil and it is a 12V coil.
