RustyFarmall (the carb guru who taught me what little I know) says yes.

At the governor tube, that is the Idle Speed Adjustment. Factory setting for that is 1 and 1/2 turn out from seated.
Below that is the Idle Mixture (rich/lean) adjustment. I believe factory adjustment was 2 turns out from seated (I don't have my book in front of me)

At the bottom is the High Speed Adjustment screw. Initial factory settings were 3 turns out from seated.
Hope that helps.

The 3 turns out is not necessarily the factory setting, that is just to allow it to start. Once ruuning and warmed up, open the throttle all the way, then turn the screw in until the engine begins to stumble, then out until smooth plus maybe 1/4-1/2 turn more. Leaner is better. Adjust the idle mixture screw also. Both may need to be done more than once. On the other hand, the main screw on the Super H and M, is set at the factory 5 turns out. Different carb.
