pto rotation when not engaged

I was running my '43 H this weekend and noticed when I jumped off that the pto was rotating very slowly. I had not engaged the pto lever. I pushed lightly down on the engagement lever and it stopped rotating. When I let the pressure off the lever, it started rotating again. Is there an adjustment to stop this from happening or am I being ignorant.

That is normal. There is just enough friction transfered through the heavy gear oil to turn the PTO shaft when it is not engaged.
