When I let off the clutch fast on my 140 the motor surges. When i'm plowing it does the same thing. If I bring it down to an idle it stops surging. It only seems to do it under a load. It idles fine and most of the time doesn't do it when i'm driving it under no load. Any ideas??

The problem is in the adjustment between governor and carburator. Try the adjustment right behind the generator or alternator. I always have to play with it, however there are guy on here that can give you an exact setting with engine stopped.

there is a gov adjustment on the bottom of the housing its supposed to be under an acorn nut take that nut off and theres an adjustment try turning that screw in a little and retry the engine and see if that dont stop it surging

I forgot to mention that I just put a Carb. kit in and it was doing the same thing before the kit was installed.
