Could anyone tell me if there is a left or right on the small flat fenders, or can you mount them on either side.

They have a slight lean outward, away from the operator. The edges are rolled away from the operator. The smooth side is the operator side.

All of the ones shown have extensions, and you can see where the fender would be if it didn't. And if you installed the the wrong way they would lean in on the operator even more, cramping the area even tighter.

By "small flat" do you mean the clamshell design? If they are clamshell, they are reversable. Make sure the smooth side is in towards the operator.
I installed mine with extensions, and highly recommend doing so. I think without them, the "cab" would be too cramped.
