Are all F-20 transmissions the same? Are the transmissions for steel wheel tractors the same as rubber tire tractors, if not how can you tell the difference between them?

The 12mph gears were an after market add by dealers. Normally on the 28in rubber F-20's forth gear was considered plow gear so they removed 3rd and replaced it with roadgear. On the 38in rubber 3rd was plow gear so they replaced 4th with the road gear.

There were several different variations.
There was the standard 4 MPH 4th and the optional 7.07 MPH 4th (rubber tires only).
There was the standard 1st gear and an optional
slower 1st gear. My 39 has both the slow low and the fast 4th.

This book will answer a lot of this type of questions.

I have a 1938 F-20. 4 forward speeds and reverse.

An aftermarket road gear could be installed post factory. Along with brake pedals and the like.

But, to my knowledge(maybe I do not know everything, ha ha) all F-20's were manufactured with the same transmission(no road gear)

They're not all the same. Steel came with slower gears.Look on the shifter block. If 4th gear is to the rear it's the standard slower transmission. If 4th is forward it is a road gear approx. 12 mph.
