Does it idle down when you pull ahead on the carb rod? If it does it is in the gov. If not, take the carb off & check the throttle screws. They may be loose.

And, if it is the carb, it sounds like a very lean condition - either an air leak or a partial fuel blockage. mike

I would like to add just a little to Brownie 450's post if ya dont mind

while your checking that throttle rod take it loose at the clevis and hold the carb closed and set the gov arm to idle with the steering mounted throttle to check that the clevis is adjusted right if its not real close it will cause your problems. I think it was Rustyfarmall who taught me this trick to cure my A it was doing the very same thing you are talking about

With the engine not running, try moving the governor to carb throttle rod by hand & see if there is roughness or binding. Our A had rusted/ rough needle bearings in the governor which caused the same problem you are describing. Also, if you have the governor off, check for wear on all areas of the inside especially where the spring is attached.
