There are plenty of carb threads you can look to. One thing is that the viton tipped needle valve may not always seal. It doesn't go down(actually up) into the seat far enough so you need to sand/file off a little on the three edges that fit into the seat so the needle goes in deeper. Shake the carb up and down to make sure the float is not sticking on the gasket or is bent and rubbing against the bowl. My float had an indention in it where the needle rode in and so it wouldn't shut off at the factory setting so I changed the factory setting by another 1/16" or so.

Remove the bowl assembly and hook the throttle body back up the engine and the fuel line. Then you can play with it by hand to see if there is a problem. Then you can set the float to what works. Just don't adjust the float by pushing on the viton tipped needle or it will start sticking.

Let us know what you find out. I assume by flooding you mean there is gas running out of the carb intake which usually stops when running.

It could be float level is wrong? or maybe a hole in the float? I would pull the top off and ask the guys at the cub board for the correct measurment for you carb and how to check it and go from there. How about dirty fuel. Maybe if you have a lot of sediment its getting buy and getting into the needle and seat? JON

I pulled the carb apart and set the float level on the first one, and it didn"t quit flooding, so I put the new one on it and it did the same thing, didn"t see any sediment in bowl when I pulled the first one apart, don"t know, thats what I thought, but it doesn"t seem to be the case.
