Is there a specific procedure for removal and installation of the starter? I need to remove it to see if there is anything preventing it from turning. I heard a "POP" then there was nothing. I put the meter to the stud that the cable connects to and there was 6.45 volts. I did not have a third hand to see what happened when the start switch was pressed. I am assuming there is a broken conductor of some sort inside.

Loosen the starter bolts some, shake the starter and re-tighten the bolts and see if it will work.
If it works the starter drive is getting jammed in the starter ring.
The starter ring or starter drive or both could be getting worn. If the drive is bad get the updated drive, it eliminates a lot of problems

I have done that with my 39 Farmall M, every time I have had it lock up I put it in 5th gear and wiggle the rear tires and then hop back on and start it right up.

My 42 H has never had that trouble.

Farmall H's are notorious for locking up on occasion.Loosen the bolts that hold the starter in place , wiggle the starter, tighten the bolts up and try it again. Sometimes you could get lucky and put the tractor in 5th and rock it..the movement of the engine's ring gear will often let the bendix release and you are good to go..if not remove the battery positive, then remove the starter, its pretty straight forward, check to see if the bendix gear moves freely on the starter shaft, sometimes a drop of oil is all that is needed, or clean everything , then a drop of oil and replace...lots of starter help in the archives..good luck!
