Is this something that it has been doing for years and you are just now asking or did it just start requiring high revs to raise the loader? Makes a diff in troubleshooting. What was going on when it started doing it? Are you in freezing country? A filter plugged with water can freeze at night and a solid chunk of ice may not unfreeze even though it gets above freezing during the day. Maybe adding up to 5 extra gallons of hytran may fix the problem. It sounds like flow/relief/supply issues if it works when revved up.

IF you have to rev it up to get any action i am guessing that it is the pump. Also with out testing the system with a Flow Rater you are still guessing as this system should be doing around 1750 lbs pressure at 12 gallons a min at rated pto rpm . Now the relief pressure could vary as to just relief is in that tractor . As sometimes people have installed higher reliefs . So my guesstimation is that the flow rate of that pump is down.
