Sorry to keep on this silly thing but until I get a book on this thing this is the only info I can get.

Here is what I've got:
pressure from front pump
brakes work
steering wheel has some resistance to it
PTO works
3 point will not go down
position control is in lower
draft control is on heavy/off
I can put it in gear and drive it, but cannot steer
filter is new
oil level is ok
remotes won't pressure up

I'll post a picture of this thing on tractor pictures.

OK! Went back found your original post May not help you at all.And this is very difficult to explain over the phone.(weak steering very little brakes?)

Here we go.Go back to the rear of 706 remove top link bracket.right above PTO 6 bolts.
Ok now on the far right of that housing lower sensing arm from lower cross shaft.Grab it by hand see if it moves if so it has broken u bolt at bottom.Have to pull PTO.Now if it is tight(MAKE sure the top of that arm should have a 1/4 adjusting bolt in top of it with a piece made like a eagle claw on it.( NOW make sure that eagle IS IS FOR sure behind the upper sensing arm.THAT mean to the rear of tractor)

repeat lower arm to rear>> upper arm to front <<

If the lower is in front the upper it cancels HYDRAULIC action YES three point will raise but that's all you have.

NOW your steering MAY be another problem.OR OR it could be I know if the oil cooler lines have been crossed it can mess things up with the MCV valve.

Just some the things i've stumbled into.May not make any sense to you but worthing looking at.

I guess it could be linkage, but the thing is locked in the up position, we tried to get it down. When we first started this project it was down, when the engine cranked, it shot up and has been stuck their for several days now.

Your hitch won't go down because the draft sensing finger has jumped off to the other side. Accessed in thru the center link boss.

The remotes won't work because the hitch has priorty. All the oil is being used to force that hitch up.

Fix the hitch and the remotes will then work.

I think you have two different problems. I had a 806 once and the steering just quit. There is a small valve behind the battery box on the left side. In that valve there was a small plastic check valve, it broke and got stuck and blocked oil from going to the steering. You might have the same thing happen to your 706. As far as the hitch not going down, I think you may have some linkage come loose or broken.
