Pull-in problems

Ok I'm on the edge of tearing my tractor apart and rebuilding it from ground up. I need to know what do you recommend for pullin? I currently have a overbore kit on order, do I get a new cam? Should I purchase a new head (450) or should I stick with the Super M head and mill it down? I don't want to waste money, but I do what a competitive trator. So any advice is greatly appreciated.
