International 240 3 point stuck

I have in IH 240 with 3 point. The hitch is stuck in the middle (won't go up or down). When you stand on it it is spongy but it will not go down. It worked the last time I ran the tractor a month ago. It has the external hyd cylinder on the hitch and the pump under the distributor. Question one - where do you check the oil - is it common sumped to the the rear or does it have it's own resivour? Question 2 - could it be a block of ice in it? Question 3 what are the two pipe plugs in the center of the tractor under the "touch control - for lack of a better term" and the big hex plug above it? The two small pipe plugs are about in the center of the tractor on the right seated on it and the big hex plug is on the left on top of the bell housing/torque tube.

It Kinda works like a sump,It rides in the Middle Section of the Tractor separate from the Trans.Its a Internal tank.

The hydraulic fluid is separate from the rear end/transmission. Fill plug is under the gas tank behind the clutch housing. About 1-1/8" plug. I think this is the big plug in question 3. Drain plug is under that plug (one of three big plugs). Could be ice if it's been that cold there. Not sure about the two small plugs. David.

Left Side of Tractor, On the Top of the " Shaft Alley",Just ahead of the Steering Column. Big 7/8"nut topping it off.The Hydro Oil goes into the Frame.Theres a Name for it But I'm drawing a Blank...Right now.(Damn it sucks gettin old..... )

Low oil might cause the lift to only raise so high, but would not cause it to not lower. Sounds like you have a serious air blockage or stuck valve somewhere.
