I was finally successful in removing the steering arm from the shaft yesterday. In desperation, I heated the arm around the shaft red hot and hit it with cold water (a trick I learned some 40 years ago) and the arm popped off with a pneumatic pickle fork.

What a battle, but in spite of the hemorrhoid it was to get it appart, the steering arm, bearings, key ways, and bushings all are in serviceable condition. All I need are the seals and a gasket.

Now it's time to rebuild the hydraulic control unit!

check that bushing in the bottom half of the steering box if its wollowed you aint gona keep a seal in there also i would suggest using grease instead of gear oil .those little boxes are real bad about leaking

I'll double check the bushing for play with the shaft, but it was snug coming apart and the wear pattern looked good.

I've read past posts about using cotton picking head grease instead of oil. Apparently it's a light grease and not prone to leaking like gear oil.

Corn Head grease. Very wet grease. Sort of half way between 90 wt and conventional grease, but won't leak out like 90 wt.
Do check that bushing. Seals only leak for two reasons: Either they are very, very old, or, what they are sealing moves from side to side. Not saying you're wrong about everything being okay, but do double check. When in doubt - replace.
