i disasebled and cleaned the carb out and now it will idle super fine but if i move the throtle 1 or 2 notches it will race, no inbetween in rpm speed . Do you think it is in the carb or the govener????? any help is good thank you

Check the carter pin on the linkage to the carb and make sure it isnt catching, may not be bent far enough around and catching on the casting until it gets so much pressure it snaps straight to high idle.

Sir, sound like govener linkage is stuck therefore not working. the trottle needs something to hold it back. If you have not pulled cover on govener take cover off clean and inspect to see if it is free or binding.

Ok, the first thing I would do is take the cover off of the governor linkage. Without the engine running, see how freely the linkage moves. Make sure it moves freely, and I usually lube it with fine sewing machine oil. It should naturally want to move to the wide open as the engine is not running yet. I would also take the cover off of the governor just as a precaution to see if the governor is coming apart. Move the governor adjustment up and down some notches and see how the mechanism moves. As another precaution you can drain the oil and check for shavings in the oil to make sure the governor is not going bad. If you are satisfied or comfortable, you can start the engine-be sure to put the cover on the governor housing but you can leave the cover off of the linkage. Observe how this linkage works. if you adjust the governor speed by a notch, see if you can slow it down by moving the linkage. If the balls are worn or missing, the governor ususally will not regulate speed well. When I rebuild an engine, I always rebuild the governor just for good luck! I hope this helps.

this was a big help thank you so much.i havent had time to check it yet.should the governor linkage up by the carb move freely (engine not running and everything is still attached to the governor)? if i need parts where can i get parts for the governor cant seam to find any on the internet. thank you tony

In all honesty, I coudnt tel you, since I havent even thought to try it on my 14. It seems like it should move, but I would think it would be kinda tight since the engine isnt runing. Google Rice Equipment for parts for the governor.
