The bottom piece with the long notched "tongue" is called a cultivator shifter lever. The shorter notched piece is a front bolster fork shaft spacer. These two pieces are used in cultivating to enable the cultivator to "swing" and keep from tearing out the rows as the front wheel is turned. The top piece, IMO, is to keep these pieces in place so they don't ride up on the bolster. Maybe someone else can add some additional info.

The upper shorter notched bracket carried the cultivator gang shifter device, the longer lever engaged only when the cultivator was in the lowered position.

It is a cultivaror steering bracket to guide a cultivator on the early cultivators for Hs and Ms. They were standard on F-20s and F-30s but optional on Hs and Ms.

It's a mount for a front Cultivator. We had the same setup on our F12. It was connected to the steering post so that when you turned the steering wheel, the cutivator headed that direction. What is the model tractor you are taking this off of?
