Govenor problem on my H?

For the past year I had what I thought could be a govenor problem on my H. During the summer the tractor was slow to respond to a load and during last winter when I opened the throttle the engine speed wouldn't return to idle. Today its only 12 degrees outside so I took off the cover to see if something was sticking. All the linkage seems to be free and moving the throttle back and forth put everything back in the same location it started.Could this be a carburator problem instead? The throttle plate linkage also moved freely. Any ideas - I'm stumped.

Had same problem,found manifold nuts were loose, blew out a gasket between block and manifold. Been told this common on the Ms and Hs.

Have you taken the carb off and if so was it working correctly prior to that? Is it possible that the "butterlies" aren't lined up as they are supposed to be? Also, next time you take that cover off on the governor, take a look and ensure the shaft is clean/smooth. I have had to clean a few up in order to ensure they operated properly. Just as you describe, problems getting to run up and/or sometimes wouldn't idle back down.

Do you have a manual for your tractor?? In the manual it out lines how to set up the govenor to the carb. If you don't do that it will not work as it should BTDT on a 450 and found its not hard to do but it needs to be done
