I would check coolant flow thru the rad. Take the bottom hose off the rad and pour water in the top and check the flow coming out the bottom.
Had 454 that would over heat..changed water pump..thermostat..even totally removed thermostat..still overheating. Solution was to have rad steam cleaned to get all the crud out of the rad cores.

Could the radiator tubes be plugged? This could restrict or prevent the coolant from circulating
through the radiator. I wouldn't run the tractor until you find the problem since you could damage the engine from overheating. Hal
PS: That permanent antifreeze will plug a radiator when it loses its rust inhibitor.

I have no experience with head gasket leakage but I have seen how a cracked head effects operation

have you looked at the impeller itself? on our swather with the c-153, it always over heated easily, replaced the head (cracked), replaced the radiator, finally years later the waterpump bearings went out and when it was taken in to rebuild, there was no impeller left just a clump of rust! has never overheated since.

Second step: stuck thermostat?
Third step: internal hose obstruction?
