H carb filler plug hole

What does the filler plug hole do.Its located on the bottom of the carb.

If the packing is bad what effect does this have.

Also does the air cleaner tube have to be hooked up to the carb on these updraft carbs to work right ,hard starting ect.

I just overhauled engine.Stepped pistons,gas head,and had berry cam regrind camshaft.I had a real hard time getting it started.I had the pipe off the carb and after cranking gas would pour out the end of the carb.Giving it some thought I attached the pipe sprayed a shot of ether in the air cleaner and it started after a couple of cranks.Ran rough at first but smoothed out sounds real nice for a change.
Also is there some changes that should be made to the governor after doing the above to engine.

There is a drain plug in the bottom of the carb that is packed with some fine material that lets gas drain out but will not let a flame pass. If the hole is open it would suck dirty air into the engine. Leaving the intake pipe off may reduce vacuum slightly but not enough you would notice a difference in performance. If you tractor is not running right something else is wrong. describe the symptoms and we will try to walk you through it.
