Sluggish governors on my H

The governors on my H have gotten very sluggish to react. They are slow to react under a load and in winter weather the engine won't slow down when the throttle is pushed in. I've had the cover off and everything seems to be moving freely. Any thoughts on what else could be the problem. Do the springs get weak with age? Could it be in the mechanism to the throttle. I'd like to fix the problem before spring gets here.

Yes, springs can get weaker but that symptom is sluggish acceleration and/or no rpm increase. The flyweights are what drop rpm so begin there. The weights press on a sliding sleeve that supports the thrust bearing. It should be well oiled and slide freely. Next, with your fingers hold the thrust bearing outer race to the left away from the yoke and work the yoke and bellcrank. Is there resistance? You are working everything to the butterfly in the carburetor. If there is any drag, it is probably in the tube from the top of governor to the carburetor. There is a felt seal that if deteriorated, will allow dirt and crusty scale to bind up the throttle rod. This happened to me on my '47 H. Once clean, the throttle response was great.
