IH 300 Utility IPTO binding

I added an IPTO to a 300u that never had one. Donor tractor was 300u also. Unbolted the back plate to check bands-both were not frozen-some wear but still a ways to go before needing replacing. New gaskets and oil seal were installed. Bolted it in place-the problem is the pto shaft is very hard to turn, even with both bands adjusted very loose-it doesn't free wheel at all-engine turns with it at all times. I have read the archives, this seems to be a new problem or more likely I did something wrong. Thanks in advance for your help.

It is possible that the new drive shaft is not seated in the drive splines. If it bolted up with tension on the final trightening that may be it. JimN

You need to look it over again. Sounds like an adjustment problem to me. Try pushing the handle all the way forward in the off position to see if it stops then. You may have to push past the stop by holding the button in and pushing hard on it to try this. I am not real familiar with the utility, but assume it is similar the row crop.
