656 Pressure Relief

I have a forlift on my 3 point hitch that I use to move round bales. When I get a real heavy bale the forklift will lift the bale fine, but when I try to lift the three point arms they wont lift up very high. The hydraulics howl and carry on like the pressure relief is blowing. The three point pressure relief is different from the remote relief right? I assume my pressure relief is weak because I cant even lift enough with the three point to make the front end come off the ground. I do have an IH 2000 loader on the front for counterweight, but I would think I should still be able to lift the front end. Opinions?

Yes, the three point hitch has a different relief valve from the remotes (different pump also). 3pt relief is set at 2000psi (I think, my books are at the shop). remote relief is set at 1600psi. Relief valve for 3pt is located under the flat plate that covers the draft control housing under the seat.
