Help...had trouble idling down from full throttle, slow response, rev up fast and slow down fast then it would idle down,then when left alone it would speed up on its own, pull up again, no response till 3/4 throttle, then opens up fast, tried different carb, no change, butterfly moves freely, got a governor off a 300, changed control rod so it would fit..still same problem except when speeding up, seems to catch, then opens wide open, does not want to slow down have to speed up and slow down in a fast motion then idles way down...can watch linkage and it moves freely, seems to be inside governor itself...open to ideas and suggestions....

Check for a vacuum leak. Until you said that you had changed the carb, I thought that it sounded like a leak around the throttle shaft. I suppose that it could still be a leak around the throttle shaft on a 50 year old 300 carb...

Otherwise, check the bearings, shafts and pins in the governor for wear and see that nothing is binding up in the linkage.
