H tractor surging

My dads H I believe it is from the 40s 4 cylinder gravity fed carb magneto is surging unless it is put under load and we can't figure out why. Has anyone else had this problem or know how to fix this please let me know.

The carburetor needs a good cleaning/rebuilding. It sounds like the idle circuit is plugged up.

Ditto to what "old" said below: start with the carb. If that doesn't do it, on to the governor.
But most of the time--(I said "most," not "all") this will go away with a properly adjusted carb -- OR -- by rebuilding the carb. My experience has been that the Farmalls are much less prone to have governor issues than other, "different colored" brands. Not trying to start a color war here: just relating my experiences. I have Farmalls and the "other color." Have had to reuild the governors on all three of my "other colors" and never on any of my Farmalls. Just my experience and $.02.

Check your manifold gasket and make sure the gasket is not blown out or the manifold nuts are loose.

Have you had the carb off? If you have, did you get the governor rod in the slot? If the governor rod is not in the proper place, it can cause surging. Might not be the problem, but we chased one that surged for a long time before we took the carb off & found the square part of the governor shaft was not where it was supposed to be. Put it in the right place & problem disappeared. Also, make sure the governor shaft is free. (My $0.02 worth. jal-SD)

With the engine warm & running at wide open throttle (WOT), turn high speed mixture screw (on the bottom facing down to the rear) in until the engine begins to starve for fuel. Then turn the screw out until the engine begins to blubber. Now find the "sweet spot" in between the two settings. If you are working the engine (plowing, etc.), then the high speed screw needs to be turned out 1/2 turn or more beyond the "sweet spot" to be sure the engine isn't starving for fuel and can develop its rated power.

The same procedure can be followed for idle mixture with the addition of the idle stop screw (just to the rear of the governor shaft tube) to set the low speed RPM.
On the "H"& “M” carb, the idle mixture screw (faces to the front just below the idle stop screw) is an air adjusting screw so turning in will richen the mixture and out will lean the mixture.
Repeat the procedure again to make sure “all is well”.

Yes, got exactly the same trouble. Carried out the basic adjustments to the govenor per the workshop manual, and adjusted the carb from starving (weak) to smoking like a diesel and everywhere in between, still got the problem, further investigation needed!

That can be a govanor problem and or a carb problem. I would first try adjusting the carb and see if that helps. Running to rich or to lean either one can do it
