Check the ignition system. you may have a carb problem but after those tractors sit long enough for gas to evaporate and if the spark plugs get dried out, if the fire is right they will start so fast that it dosn't have time to flood until after starting. Take Bobs advice on weep hole.

When you park it, turn off the gas at the sediment bowl. This may prevent the problem.

The advice below should solve the flooding problem.

However you also need to clean out the weep hole at the bottom of the carb air inlet. It's provided so the air inlet passage doesn't become filled with gas should the carb flood.

The weep hole is protected by a tiny felt filter "button" that's no doubt plugged solid too.

Check your settings and choke. I had the experience of finding a a bad float. Then I had gas on top the pistons and the engine would not turn over. Even had some seep into the crankcase oil. New carb kit solved that.

Choking it to much will cause that and or a bad float or needle seat. Or maybe the float is sticking which will also cause that problem

It may be flooded or getting too much gas. Make sure you have the carb adjusted properly and make sure the float level is set correctly.
