Are firecrater pistons or stepped head pistons better? can you get firecrater pistons for a c264 with 1.312 connecting rod?

The highest compression is best (assuming you are driving/working the tractor, and using regular 87 octane fuel.
The highest will have the most material above the cylinder when the piston is at TDC.
Also a graduated beaker and water can be used to measure the popup displacement. with the water at (lets say) 100ml, dip the piston in until the dome is just submerged to the point that the fully round part of the piston touches the surface. Mark down the height of the displaced water. Doing it for the other piston will give a good comparison. From NOS, to custom forged, pistons can be had. Money is the only hill to climb. Check this site for parts, others may have sources. JimN

I read your post below.
The best solutions might include a 450 cam grind, milling the head .060", 450 carb and intake manifold (port match, don't polish the runners.
electronic Ignition with weights adjusted to a bit quicker advance, and 2-3 more total adv. (springs, weights, holes and stops)
Oh yea a wind deflector for those high speed runs:-) JimN

The cam grind (lift, duration, overlap, and open close rates, will not affect governor settings. carb adjustment, and governor components are responsible for idle speed (carb) and max speed (governor).
The shaving of a head can be taken to maybe .100", but measurements need to be taken to assure it was not milled earlier. The "discovery" of the water jacket, by milling into it, or making components very thin is at ones own risk. If money is no issue, all is possible. Piston dome clearance to both the head, and valves begins to be an issue when reducing the compression space in the search for power. The archives have many posts on checking clearances between piston crowns and head components. Good luck, JimN
