With new rings, on 23 cyls I get no compression, on the other 2 I get 50 and 65. I have been told about ring glaze. I cleaned around the grooves good, but is that all there is to this glaze thing?? Im told if one of the top rings is turned upside down, it wont draw gas. It starts, and runs for awhile, not right, and smoking all the time. It wont stay running, as if someone has open up the gas, started it, then shut the gas off allowing it to starve. I never did anything with the valves when I had the head off, HELP

The ring groove/ridge should have been removed. A valve job accomplished. From the written description a whole series of tasks were not accomplished.

Suggest taking the engine to a competent mechanic for an overhaul.

You should've pulled that engine and have your local auto machine shop to measure the cylinders for wear and whether you could still use standard size rings. Have them to hone the cylinders if it's still within specs and do a valve job. If the cylinders are worn too much the block needs to be bored oversize. The crankshaft needs to be measured too. Hal

Most of the problems you describe are related to things other than the rings.

put a teaspoon of motor oil in the cylinders and do a compression test. If the compression comes up then it's probably the rings. If not, possibly the valves.

The glaze thing refers to glazing of the cylinder walls, they must be honed to remove the glaze.
What was your piston skirt clearance?
Do you have the proper ring end gap?
do you have the tappets set correctly?
Have you done a wet compression test?
