Farmall 400 Governor problem

I have a 55 Farmall 400 that runs as good as you could ever ask for, except at mid throttle the engine will suddenly speed up a few hundred rpm without warning. This seems to occur only when the tractor is at about 1/3 to 1/2 throttle, moving and is unloaded or loaded, even a moderate hill climb can cause it. Have I got governor problems? Any ideas? Thanks guys.

I am guessing here, but maybe worn/weak governor springs or the holes have worn oblong allowing the rpm change.

Also, the screws may be loose in the throttle plate. Check these before you have one on top of a piston.
