When the four little nickle sized holes get plugged below the sleeves the water doesent flow good as needed with the thermo-siphon system there still is water around the sleeves but it just doesent circulate good not hard to clean after removing radiator and lower housing.

Radiator cap. No pressure up to about 3 lbs.

Flush the block. Sediment build up around the sleeves. This is probably most of your overheating problem. You will need to get something inside the water jacket to blow or force the crud out. Frequently the crud is fairly solid and will not drain out

Check ignition timing.

I would check to make sure there's no thermostat
has been installed. Check your timing to make sure its not retarded. Some of those engines get a buildup of rust and dirt around those wet sleeves that prevents the coolant to get near the
sleeves to cool them. It may help to install a water pump that will circulate the coolant. Hal
PS: I wouldn't keep running the engine if the temp gets too high. You can crack a head very easily or worse.
