Making the assumption that (on this stock positive ground system) the wires were replaced on the correct terminals. and the new regulator is OK, there are a couple of things to check.
Why did the original battery go dead/bad?
If the current draw was there before you started fixing it, it may be the same issue.
Check in this order:
With the battery negative (non ground)terminal not connected, The battery ground (positive) connected, the battery fully charged, and the ignition off, Put a volt meter between the negative bat post, and the terminal that is disconnected. If it shows nothing, (good) you have only the voltage regulator to deal with.
If it shows voltage, there is a leak of voltage somewhere in the system. un hook things one at a time (and reattach) until one thing causes the volts to go away. Follow that wire until you find a device or short to ground.
If it showed no volts, the cutout relay may have been sticking in the new VR. Many new VRs are manufactured with components that are sensitive to polarity, and burn out (or will not work with the battery connected backwards) many have polarity stamped into the case, or written on the base.
It may be necessary to replace the VR if it was backwards, or the bat was backwards even for an instant. JimN
