Surging RPM on 706

Hello,
I have a 706 gas w/ a 263 engine. It runs great, but when I put a load on the engine the RPM drops a little and the govenor seems to over compensate and the engine RPM surges. Pulling out the choke helps. So I tried richening the main jet, that helped a little but, it would foul plugs. The engine has new points, plugs, cap, rotor, wires, and rebuilt carb. The fuel supply to the carb is good, the timing is set at ten BTDC and the advance works good. I adjusted all the carb and govenor linkage as per the IT manual plus replaced the springs. I disassembled the govenor and that is in good shape and I tried to adjusting the buffer screw, but none of this helped very much. I by passed the resistor by the coil, this seemed to help but not fully fix the problem. I wonder if I need more voltage, it has 13 volts at the battery at high idle. I'm thinking about putting and altenator on it. I got the tractor this way and have no history on it. Im stuck, any help would be greatly appreciated. Thank You!

If I could get it to stop surging so I could use it would try 93 octane but,I'm not at that point thanks

guys thanks for the info,I did put the carb back to stock and tried all the other things you mentioned,the timing is at 27 degrees btdc at hi idle it seems to run better I have not tried 93 gas yet can that stop the surging? I've seen other ones run good on regular Thanks

Back the timing down to what i told ya as you will have a piston seizure . And all the later I H gasser need the 93 octain or the same thing will happen . And ya need to run a low ash oil or ya will eat exhaust valves . i have run many 706 gassers and know every inch of them . Now IF by chance that one was updated to the 291 then ya have to lay back the timing even more but with out pullen the head most times ya have know way of knowen unless the man that made the upgrade stamped the block by the old CID stamp . When i do and upgrade i restamp the block.

Well first thing is the timing is not set correctly . Next ya need to fix the carb back to stock . Then do as Allen has said . Myself i would do a MAJOR tune up as in valve adjustment checking for full RPM setting curb idle. Maken sure that all intake manifold bolts are tight . Ing. timing for that engine is to be set at 22 degrees Before TDC AT FULL rated high RPM and at and idle somewhere around tdc to +5 . Next ya need to make sure that the heat riser is working . Also ya HAVE to run 93 octain gas in them . And if the govener is working the way it is suppose to they will open up when they come under load .

Look in your IT manual. There is a section in there on "syncronizing" the governor to the carb.

Run thru that operation and that "flaring" will stop.
