Okay, well, I put the carb on and tried to start the tractor with the crank, nothing. Tried shooting it with ether, crank, nothing. Tried pull starting it. Nothing.
Getting fuel, getting spark, anyone got any ideas!!!

Take the hose off of the intake to the new carb.
Put it in Neutral, and set brakes/block tires.
Have someone crank it to try to start it with your hand (palm) over the intake. (two or three revolutions)
There should be a serious suction that pulls pretty hard on your palm. This will (should be) the same as a perfect full choke action. When you pull your palm away it should leak a little gas out of the carb intake.
If so there is something else wrong. (Ignition)
If it does not pull hard, there may be a intake leak in the intake manifold, Or the timing gears/system is not right.
If it pulls on your hand, but no fuel, it is not getting any fuel from the tank. Good luck with diagnosis. JimN

Okay... got it started, running really, really rough... I can run the throttle down and it will sputter out, its pouring a lot of black smoke off and on and missing. Could this be valve adjustment?

Valve adjustment has little affect on stumbling inconsistent running. The fuel delivery does have that affect. The new carb may need to be opened and checked (if you are new to this process, it may be good to have someone with carb diagnosis skills check it out while running.
We do not know what the conditions are that surround the effort you are making.
Was it running well before?
Why was the Carb replaced?
Were any other parts replaced before it started this action, or the carb replaced?
Help us help you. JimN

The tractor was running before. Last summer, my kids played with the old carb while the tractor was sitting in front of my house after I mowed the sides of the road. There was a t-valve at the base of the carb and somehow, it ended up out of the carb and stripped. Needless to say, the tractor never ran right again-belching black smoke when it started, sputtering, spewing forth a hail of soot and carbon. I had also had some problems with the old carb leaking gas, so I elected to park the B and replace it. In the process, we ended up with a New Holland and the B just sort of sat along with its sister project tractor.
Now, I've realized that new machine has no soul and I don't enjoy it nearly as much as I do the Farmalls I grew up with.
No instructions came with the carb, so I am in the dark here. I turned that center adjustment screw a bit, and finally got the tractor to start, but outside of that, there's noting else I can see to adjust.

I assume (possibly wrongly)the plug wires and such are on correctly, and that the only thing modified was the carb.
(I note that some of the "old carb" symptoms are still here) The choke needs to be looked at through the intake to be sure it is not partially closed.
The float level may be off (too high) or the carb was on the shelf too long and the needle sticks some flooding it some. If it were mine I would make sure i=of the plug wires and tuneup factors, then dive into the carb float and possible water in the fuel issues. Start a new thread when you post next. JimN

Read the instruction sheet that came with it. I'm betting that it should be pretty much dialed in at the factory, with only a few minor adjustments necessary after the tractor has warmed up a bit. The idle mixture screw and the idle speed should be the only two things that will need tweaking.
