Can the H and M govenors be switched? I just bought a govenor of ebay supposedly for an H. The carb control rod was about 3/4 of an inch longer than mine and the neck ontop the gov was taller along with the control rod from the govenor. The gears had 16 teeth on mine and 17 teeth from the one I bought. I changed the gears and shafts. The tractor sounds good from idle to high idle, but you have to hold the control rod by hand or it will run up to around 2200 rpm. At an idle I can pull up on the rod and it will rev up but will not go back down unless I push it down. I have tried all the adjustments according to the book. At full throttle, holding the carb control rod open the rod from the govenor dosn't have enough threads to screw the adjust block down enough to insert the pin freely. Any suggestions are appreciated.

Why were you switching governors in the first place? Maybe fixing the one you had would be easier.
