After years working on cadets I moved into a Cub. It’s a 1970 model. I rebuilt the carb and stopped the leaking. It idles fine and runs okay but is seems to sputter in 2 and 3 gear. Gapped the points at 18. I got spark in all 4 cylinders. I also don’t need to choke it to get it started which I find to be odd. Additionally, the air fuel needle does seem to effect it either way. The float is set at the spec. I may have some water in the gas. I drained the tank but did not get it all because I can see it in the bowl. I’m getting some heet in the morning. Any idea’s. Do you think it’s just a bit of water?

Also, the brakes aren’t working the pedal goes to the floor and hardly stops. The pedal does not spring back into position even though the springs are attached and are good. Any fixes for the brake problem? Is it a bear to replace the brakes?

If the brake pedals don't come back and the return springs are good chances are the pedals are rusted. You may have to remove them to get them cleaned up and free. The brakes can be adjusted. Shorten the rod that goes from the pedal to the brake band. If that does't work then the brakes will have to be replaced.
