I have posted about this before ( and still have no luck) and am out of ideas. I have 2 carbs for my Farmall H that I rebuilt using IH kits, they both leak . I have set the float 1 27/32" measured from the gasket surface ( measured with the gasket in place ). I have used new rubber tipped IH needle and seats. I tried steel tipped IH NOS needle and seat. I tried both rubber tipped and steel needle and seats right out of the box and have also I have lapped the steel needle with valve lapping compound and tapped the rubber needle lightly too. I have used good floats with and without the little dimple from needle wear. I have checked to make sure the washer under the seat is sealing . The float seems to not be hanging up and seals when I blow air into the carb. Out of desperation I bought a Tisco kit ( but didn't try it yet) and it said to measure float level WITHOUT the gasket but the +- they give is about the IH gasket thickness. Any ideas?? Thanks!!!

here is a couple more things to check. i have an h also that was a leaker. first check the carb bowl to see if it cracked. look around where the main load jet is. take the bowl off, hold it level and put gas in it till its full. see if any leaks thru the casting. next with the bowl off, gently raise the float till its closed, turn the fuel on, see if it leaks, raise and lower the float to be sure the fuel shuts off. if it does shut off, then check to see if the float is rubbing on the side of the fuel bowl, check the gasket to be sure it doesnt over hang and catch the float also, sometimes the gaskets are bowed in a little and hold the float down. last, check the pin that holds the float in, it should be snug, you may need to squeeze the split side of the post a little to tighten it up. check also to see if the posts are bent, they could be off kilter a little causing the float to bind or scrape the side of the bowl. when you put the bowl back on there is a little wiggle room when it seats up to the carb body, try and center it as best you can.

ALL of those needle and seat sets need to be thoroughly cleaned before installing. Yes, they are brand new, but they ALL seem to have a residue on them left over from the manufacturing process, and this residue becomes rather sticky when it comes in contact with gasoline. Eventually the gasoline will completely wash away the residue, but the best thing to do is to spray the needle and seat liberally with aerosol carb cleaner and then allow to dry before installing. Also, double check that the float is moving freely on the hinge pin. Once the carb is fully assembled, you can turn the carb upside down, and then right side up, and you should be able to listen and hear the float moving. If you can't hear it, something isn't right.

If it is not leaking excessively, leave it alone. I have some that leak and some that just seep. All leak some fuel. I turn off the fuel if they have to sit for a while. I have not seen one leak when running. I will say that the ones I have put the IH kit in are much better. I put an aftermarket kit in my H and it leaks like a sieve.

Try setting it intentionally too low, shuts off early, and see if it still leaks. If so it's NOT the needle and seat but something else.
