IH 424 Brakes are too grabby

On my IH 424, when I first got it, if I went to apply the brakes, the left one would grab immediately and by grabbing I mean lock up immediately - no slow down - just lock up. Someone on here had recommended to someone else to take it on flat ground and put it in gear and force it to overpower the brakes - I did this and it smooths out for that time of use but the next time I go to use it (several days later) it will bind up again. I took the brake cover/housing off and blew out some dirt and bees nests but overall from what I saw, things looked ok. And in case you might think it's adjustment, I have about 1.75" of pedal travel before the brake grabs.
Can anyone recommend anything for me to try?

Use about 80 grit sandpaper on the metal surfaces and the disc surfaces. also grease the balls and tracks slightly in the acutator.
It does not have oil on the discs does it ? sort of common on that side being right below the remote valves.

Well - I dug in today and took the right side brakes completely off. There was no oily/sticky substance in there so that can be ruled out (I don't have remote valves - I don't think)

I took sandpaper to the outside circumference of the linings (pad-like things). Pads or linings seemed to be in good shape with lots of wear left. Stamps on parts show the replacement parts were put in there in 1991.

The only real noticeable thing I saw was the balls - someone had put never-seize or anti-seize on the balls and unfortunately - they had done just that - seized. The never-seize was extremely gummy and had what I would consider high friction properties.

I cleaned the balls off - cleaned out the ball wells with brake cleaner and then greased the balls. Put it all back together and voila! No more grabby brakes - thanks to all of you for your help!

Probably a bit sticky on the linings. Pull them completely apart and have a look at all the linings. I'd reckon at least one side will be a bit sticky with oil.
Just overhauled mine and that was the problem. Had a couple of broken springs too.

If oil is the problem, replace the discs and when reassembling run a bead of silicone around the edge of the drum to keep future oil from the remote valves out.
