the bolt holes on the front corner of the block for the oil pan appear that they are partially stripped but there is thread up in the top which will a longer bolt will hold. It doesn"t appear to have been drilled since there are no visible signs of treads at the lower side of the hole. I have some longer bolts which came out of those holes so I am asuming that this is normal? Or were all the oil pan bolts supposed to be the same length and the bolt holes threaded from top to bottom?

Yes there should be 4 (in the corners), what they do is pinch the felt seal around the crankshaft. As others have said be carefulnot to overtighten them.

Those bolts do not pinch the felt seal there are other bolts that tighten up around the crankshaft.

The longer bolts go in the front seal for the crank and they are pot metal and easy to strip if overtightened those holes are blind.

Best I can tell is that there are about 4 or so of them. In the corners so to speak.
