I have a Farmall Super A (1940's era). The engine runs good at an idle. But it has no power or scruggles in 3rd and 4th gear. Also struggles when pulling disc or a mower. The engine don't die, it barely creeps along. Is this a carburetor, governor, or an engine problem.

Also, if it is starving for fuel, check the elbow where the fuel line enter the carb. There is a screen on the side threaded into the carb that likes to stop up. Usually needs looking at once a season.

If it runs on after shutdown, I would check the timing. If the timing is off it will be weak and may be running hot. A check of the governor linkage as mentioned before should also be made. All of this is covered in the OWNERS Manual. That is the first book you need, as it has a complete maintenance section. I would check with Binder Books for a good reprint of the manual.

Several things come to mind.

When is the last time it was tuned up?
Does it smoke? If so, what color is the smoke? If it is blue, it could mean cylinder wear.
When is the last time the valves where gone through and adjusted?
Have you had a compression test done?

The Engine was rebuilt years ago. The engine don't use oil. It could be a valve problem it sometimes keeps running after being turning off. The one concern I have is the govenor arm seems like it move back and forth to freely. Does the arm move freely or does it have some tension on it. It fells like it wants to run but is not getting the fuel.

I would check out the governor first. When I drove my C home (same engine) I thought IH had got the gearing all wrong as it would not pull up a 2% grade in 4th. After I went through the governor and set the linkage by the book it is a different tractor.

That's a easy one. Right here on this site or your local IH dealer. E-bay has been a source for me also.
